Permits and compound approvals for a villa pool in Egypt — what to know before you dig

Many villa owners are surprised that the first step of a pool is paperwork, not excavation. A pool that starts without approvals stops halfway, or is ordered to change after the concrete is poured. This is what actually happens, from our projects since 1993.

Approval 1: the compound's technical office

Every compound in New Cairo, Sheikh Zayed, the North Coast and Sokhna has its own building regulations, and the developer's technical office (or the owners' association after handover) approves a pool before anyone else. They typically check:

    • The setback from the neighbour's wall and the villa boundary: a minimum distance is almost always required and varies by compound.
    • Maximum depth and the water level relative to ground.
    • The plant-room location: not visible from the street, pump noise away from neighbours.
    • Where backwash water goes: the compound's sewer only, never irrigation or storm drains.
    • Appearance and materials where the pool is visible from outside the villa.

The submission needs architectural drawings (plan and sections), a structural drawing, a hydraulic drawing (pipework and plant room) and an equipment schedule. Under our contract, obtaining the compound's written approval and the building permit is the owner's responsibility; raise your compound's requirements at the survey so the design allows for them from the start.

Approval 2: the building permit from the city authority

Egypt's Unified Building Law 119/2008 and its executive regulations require a licence for construction works, and a pool is a structural work. In the new urban communities (New Cairo, Sheikh Zayed, 6th of October, New Alamein) the authority is the city agency under the New Urban Communities Authority; in established cities it is the district. Procedure, documents, duration and fees differ from one city to another; ask your city authority or the compound's technical office what your site needs before signing any contract.

    Approval 3: utilities

    • Electricity: the pump, lighting and heater (if any) add load to the villa supply; we check the main breaker and add a dedicated earth-leakage-protected circuit for the plant room.
    • Water: the fill source and evaporation make-up, and the compound meter if separate.
    • Drainage: the backwash and annual drain-down point, with the compound's consent.

Common rejections — and how we avoid them

    • Pool too close to the boundary wall: adjust position or size on the drawing before submission, not after.
    • Plant room visible or noisy: bury it or place it behind the villa with acoustic lining.
    • Backwash into irrigation: connect to the sewer via an inspection chamber.
    • Depth above the limit: family use rarely needs more than 1.2–1.6 m, inside most rules.
    • Incomplete drawings: a complete file the first time saves weeks.

    When to start

How long approvals take differs by compound and by city, and no contractor controls it. Start the paperwork well before you need the pool.

    Who does what

The owner: the building permit, the compound's written approval and the access permits for people and vehicles — conditions for starting work under our contract. Fox Pools: the survey, the design and the construction. The earlier we know your compound's rules, the sooner the design matches them first time. Questions about approvals

Who obtains the building permit for a swimming pool?

The owner, under our contract: the city authority permit, the compound's written approval and the access permits are conditions for starting work. Fox Pools prepares the drawings the technical office asks for.

Which drawings does a compound's technical office ask for?

Architectural drawings (plan and sections), a structural drawing, a hydraulic drawing for pipework and plant room, and an equipment schedule.

What is the most common reason a compound rejects a pool?

A setback from the boundary smaller than allowed, a plant room that is visible or noisy, and backwash discharged into the irrigation network.

Does a swimming pool need a building permit in Egypt?

Yes. The Unified Building Law 119/2008 requires a licence for construction works, and a pool is a structural work. The authority is the city agency in the new urban communities or the district in established cities.

Start the paperwork before the excavation

At the survey we ask for your compound's rules, design the pool to match them first time, and hand you the list of drawings the technical office will ask for.
